Situation
Anne Arundel County, Maryland — a fast-growing Chesapeake Bay community of more than 570,000 residents — has combined modern policing strategies with a purpose-built Real-Time Information Center to give officers faster access to critical data and video during unfolding incidents. Alongside its quality of life, the county has faced serious violence including homicides, carjackings, and shootings, pushing leaders toward more data-driven, technology-supported public safety strategies.
Challenge
The Anne Arundel County Police Department needed a way to bring together live video, license plate data, and investigative tools in one place so analysts could support patrol, detectives, and specialized units in real time. The build had to operate under a formal privacy policy from day one: no facial recognition on RTIC video feeds, no routine monitoring of community-shared or residential cameras, residential feeds only requested after an incident, plus strict access controls and regular audits.
Solution
Fountainhead Control Rooms designed and delivered the mission-critical visualization and control environment at the heart of the 1,300 sq ft Millersville facility. Scope included a purpose-built control room layout supporting sightlines, collaboration, and rapid decision-making; 24/7-rated consoles and technical furniture engineered for ergonomics and long shifts; and a shared video wall with integrated AV/control systems giving everyone in the room a single, real-time operational picture. Behind the scenes, we integrated real-time situational awareness platforms, countywide CCTV, ALPR systems (including Flock Safety), CAD data, body-worn camera video, records and investigative databases, and data-analytics tools into one cohesive environment.
Results
During the pilot in 2024, the RTIC supported roughly 200 early incidents — including a Glen Burnie stolen-truck case where analysts tracked suspects across multiple camera feeds, coordinated detectives on the ground and a helicopter overhead, and enabled a safe arrest of both suspects. After the February 4, 2025 official opening, RTIC-linked work helped recover more than $2M in stolen vehicles. County crime statistics for 2025 show major double-digit drops: 47% decrease in citizen robberies, 46% fewer commercial robberies, 30% reduction in stolen autos, 27% drop in carjackings, plus significant declines in both contact and non-contact shootings.
