Killeen RTCC Project Overview

The Killeen Police Department Real Time Crime Center is a purpose-built control room designed to strengthen situational awareness, speed decision-making, and improve coordination during critical incidents. Fountainhead Control Rooms designed and built this real-time intelligence center for the central Texas police department located between Waco and Austin.

The Real Time Crime Center combines Elite AIR analyst consoles, a rear operations zone, a custom podium and an integrated video wall to support real-time intelligence and coordinated incident response. Located near Fort Cavazos, the RTCC serves a rapidly growing community of more than 160,000 residents and gives officers access to better information during high-priority public safety events.

The Challenge: Designing a Flexible Police RTCC

Designing a flexible law enforcement command center for a large, diverse community adjacent to a major military installation required a multi-zone layout. The space needed to support focused analyst work at the front while providing room for officers and overflow personnel behind them during high-tempo operations.

The design also required an integrated podium and video wall to support briefings and real-time incident coordination. In addition, the center needed to integrate fixed and mobile LPR cameras with Axon systems.

How Fountainhead Designed the Killeen RTCC

Fountainhead Control Rooms delivered the control room design and oversaw the build of an RTCC with a sophisticated multi-zone layout. The front analyst zone features custom Elite AIR consoles; these RTCC analyst consoles allow for multi-monitor intelligence work. A rear zone accommodates officers and overflow during high-tempo operations. An integrated podium and video wall enable briefings and real-time incident coordination.

The control room layout and AV integration supports continuous monitoring, rapid collaboration between analysts and command staff, and the flexibility to scale up during significant events or critical incidents. Fountainhead designed and furnished the environment to improve sightlines, ergonomics, and communication, transforming a traditional office/operations area into a mission-focused RTCC while preserving space for training and command use as needed.

Killeen RTCC Results

In 2025, the Killeen Police Department was named a runner-up for the CopTech Forum Axon Agency of the Year for Innovation in Policing Award, recognizing the department's RTCC program.¹

The center has improved response coordination and real-time intelligence capabilities for the department. Within 72 hours of launching, the RTCC helped solve a burglary in progress; Killeen PD leadership also shared that intelligence gathered at the RTCC has been used to interrupt assaults downtown.²

The facility operates like a patrol shift, with two-day shifts and two-night shifts, ensuring continuous monitoring of criminal activity.

Operations & Use Cases

Analysts at the Killeen Texas Real Time Crime Center monitor LPR alerts and live camera views around active calls, relay actionable intelligence—such as suspect vehicle descriptions, direction of travel, and nearby resources—to officers, and support major events and higher‑risk incidents in real time. Post‑incident, analysts use historical LPR and video data to reconstruct timelines, identify vehicles linked across multiple events, and support detectives with objective digital evidence. The RTCC is also leveraged for planned operations and community events, giving supervisors a single operational picture to allocate resources and respond quickly if issues arise.

RTCC Governance

Killeen PD emphasizes policy, training, and transparency in its use of RTCC technologies, with clear rules around acceptable use, retention periods, and auditing of system access. Usage policies emphasize that the system detects vehicles and license plates—not faces or personal attributes. Data is used for legitimate law‑enforcement purposes only, with strict prohibitions on misuse and requirements that users document a valid reason for every search.
